Ei ydinvoimaa ilman oppositiota

Olen vaalikampanjoinnin yhteydessä törmännyt pariinkin otteeseen väitteeseen, jonka mukaan vihreät mahdollistivat ydinvoiman lisärakentamisen istumalla tällä vaalikaudella ”ydinvoimahallituksessa”. Väite ei pidä paikkaansa. Vihreät ovat johdonmukaisesti vastustaneet ydinvoimaa ja esittäneet oman energiansäästöön, sähkön kysyntäjouston lisäämiseen ja uusiutuviin energianlähteisiin perustuvan vaihtoehtonsa Suomen energiantuotannolle niin hallituksessa kuin eduskunnassakin.

Periaatepäätöksiä lisäydinvoiman rakentamisesta ei kirjattu Vanhasen II hallituksen ohjelmaan eikä ydinvoimaäänestys eduskunnassa 1.7.2010 noudatellut hallitus-oppositio-jakoa, vaan kansanedustajat saivat äänestää ”omantuntonsa mukaan”. On jopa niin, että pelkillä hallituspuolueiden äänillä olisi kumpikin esitetty ydinvoimalupa jäänyt myöntämättä. Päätökseen ydinvoiman lisärakentamisesta tarvittiin oppositiopuolueiden tuki.

Kuten alla olevasta taulukosta näkyy (klikkaa tästä suuremmaksi), hallituspuolueiden jaa-ääniä annettiin TVO-äänestyksessä 91 ja Fennovoima-äänestyksessä 93. Kun paikalla oli 194 äänivaltaista kansanedustajaa, joista kaksi äänesti molemmissa äänestyksissä tyhjää, muodostui yksinkertaiseen enemmistöön vaadittavaksi äänimääräksi 97 ääntä. Sen verran siis tarvittiin ääniä luvan myöntämiseksi kummassakin äänestyksessä. Oppositio olisi halutessaan voinut estää ydinvoimalupien myöntämisen, muttei halunnut näin tehdä.

Edellä kuvattu tilanne oli pitkälti hahmottunut jo hallitusneuvotteluissa keväällä 2007. Eduskuntapuolueista ei tuolloin ollut rakennettavissa sellaista hallituskoalitiota, joka olisi suhtautunut kielteisesti ydinvoimaan. Jos vihreät olisivat kyenneet estämään ydinvoiman lisärakentamisen jäämällä oppositioon, näin olisi tehty. Koska ”ydinvoimaoppositioon” jääminen ei kuitenkaan olisi muuttanut tilannetta suuntaan tai toiseen, päätettiin hallitukseen lähteä muilla perustein, mistä oli myös ennen vaaleja viestitty äänestäjille.

Se, oliko hallitusyhteistyöhön lähteminen keskustan, kokoomuksen ja rkp:n kanssa muilta osin (jälki)viisasta, on kokonaan toisen postauksen aihe.

Se menneistä. Suunnataan katse vielä lopuksi lähitulevaisuuteen. On paljon mahdollista, että tehdyistä periaatepäätöksistä huolimatta lisäydinvoimaa ei Suomeen ehditä rakentaa. Ydinvoima on kallis, riskialtis ja saastuttava menneen maailman energianlähde. Uusiutuvien energianlähteiden teknologia ja markkinat kehittyvät vauhdilla ja ne ovat osin Fukushiman traagisen ydinonnettomuuden seurauksena muuttuneet huomattavasti houkuttelevammiksi vaihtoehdoiksi myös sijoittajille. Fennovoiman osakkaatkin ehtivät harkita osallistumistaan ydinvoimahankkeeseen vielä useampaan kertaan.

Ainiin, myös Olkiluoto 3:n rakennustyöt ovat edelleen kesken, vaikka valmista piti olla jo viime vuosikymmenellä. Ja kustannukset luonnollisesti vain kasvavat kasvamistaan.

Eduskuntavaalit käydään sunnuntaina 17.4. Jos kannatat uusiutuvia energianlähteitä ja vastustat lisäydinvoimaa, pidäthän huolen, että ehdokkaasi on kanssasi samaa mieltä. Seuraavalla vaalikaudella on edessä uusien ydinvoimaloiden rakennuslupien hyväksyminen ja mahdollisesti myös periaatepäätös Fortumin Loviisan ykkösreaktorin korvaavasta kolmosreaktorista.

Tee siis äänestyssitoumus, jos et ole sitä vielä tehnyt, ja äänestä ydinvoima historiaan!
